Importing from Norway: duty, VAT & declarations
Norway is outside the EU customs union, so every shipment must be cleared. But with the right proof of origin, the duty is often 0 %. EasyTull handles the whole clearance for you.
Do I have to clear goods from Norway?
Yes, always. Norway is in the EEA, but the EEA is not a customs union. All goods crossing the border must be declared for import, regardless of value, mode of transport and whether you are a company or a private individual.
“EEA = no duty, no declaration”
That is not how it works. A machine bought in Norway but made in the USA does not have Norwegian origin, so you pay the full EU duty rate. The same applies if the proof of origin is missing or incorrectly worded.
EasyTull saves companies from exactly these costs every week.
0% duty requires the right proof of origin
The EU and Norway have free trade through the EEA agreement. Duty-free treatment requires EEA origin and one of the following documents:
0 %
Statement on origin on the invoice
Sufficient for consignments up to 6 000 EUR. Written directly on the commercial invoice by the exporter.
Approved exporter
Required above 6 000 EUR. The exporter must hold an authorisation, with the authorisation number stated in the statement.
Movement certificate EUR.1
We can prepare the EUR.1 certificate for you. The certificate is then endorsed by the Norwegian Customs (Tolletaten).
Please note: Fish and certain agricultural goods are not fully covered by the free trade arrangements, so duty can apply even with Norwegian origin. We always check what applies to your particular goods.
Import VAT from Norway: how it works
The VAT is calculated on the customs value plus any duty. VAT-registered companies pay nothing at the border: the import VAT is reported in the VAT return to the Swedish Tax Agency and is normally deducted in the same return.
Handled correctly, the import VAT is a zero-sum game, but incorrect reporting can lead to a tax surcharge. We give you correct figures for your bookkeeping.

Which documents are required?
EasyTull reviews every document before the declaration is lodged, so the shipment does not get stuck in customs.
Commercial invoice
Seller & buyer, description of the goods, price, currency, Incoterms, country of origin
Packing list
Number of packages, weight, volume and dimensions
Proof of origin
Statement on origin or EUR.1: the key to 0 per cent duty
Transport document
CMR (road), AWB (air) or B/L (sea)
Technical specifications
Product sheets and bills of material, often decisive for the right commodity code
Licences & permits
Required for food, alcohol, pharmaceuticals and dangerous goods, among others
Don’t forget the EORI number. Every company that imports needs one. If you don’t have one, we handle the EORI application for you, usually ready in under an hour.
Which Incoterms should you choose?
The delivery term decides who bears the cost, the risk and the customs responsibility. Our recommendation for most buyers:
DAP / FCA
Delivered At Place
The seller delivers; you handle duty & VAT. The best control for most companies.
EXW
Ex Works
You are responsible for everything from the seller’s factory. The most responsibility and work for you.
CIF
Cost, Insurance & Freight
Freight and insurance included to the port, but often more expensive overall.
DDP
Delivered Duty Paid: not recommended
The seller handles everything incl. duty & VAT, which creates tax and deduction risks for you as the buyer.

Common goods from Norway, and what the duty is
The duty rate is set by the commodity code. With the correct proof of origin, most goods are duty-free.
Want the amount for your particular shipment? Calculate duty and VAT in our duty calculator, which fetches the duty rate from the customs tariff and shows what a proof of origin is worth. Missing the commodity code? Search the HS code for free.

The wrong customs value
Freight and insurance are forgotten: demands afterwards and a penalty.

Questions and answers about importing from Norway
Can’t find the answer? We reply within 10 minutes.
Is there duty on goods from Norway?
All goods must be declared, but the duty rate is often 0% if the goods originate in Norway/the EEA and you have a correct proof of origin. Without the proof, or if the goods were made outside the EEA, you pay the EU’s ordinary duty rate.
Do imports from Norway have to be declared?
Yes. Norway is outside the EU customs union, which means goods imported from Norway into Sweden must be declared to Swedish Customs. This applies even when the duty is 0%, when you import as a private individual and when the goods are a gift.
What does it cost to import from Norway?
The cost normally consists of any duty, the import VAT and the cost of the customs handling. The import VAT is 25 per cent for most goods and 6 per cent for food. The duty varies depending on the type of goods and their origin.
EasyTull offers clear, competitive prices with no lock-in. The price of the customs handling depends, among other things, on the number of commodity codes and the scope of the declaration. We always aim to offer a high level of service at a competitive price.

Do I need an EORI number?
Yes, companies importing goods from Norway into Sweden normally need an EORI number. Private individuals usually do not.
If your company does not have an EORI, we can help you apply. Applying with Swedish Customs is free, and most applications are processed within an hour.
Can private individuals import from Norway?
Yes. Private individuals can import goods from Norway into Sweden. Since Norway is outside the EU customs union, the goods must normally be declared at import.
Import VAT and any duty may apply depending on the type, value and origin of the goods. As a private individual you normally do not need an EORI number.
What happens if the commodity code is wrong?
The wrong commodity code can mean the duty, taxes or other charges are wrong, and the wrong import requirements are applied. In some cases the declaration has to be corrected afterwards, and further duty or charges can be added.
We help classify the goods and make sure the right commodity code is used in the declaration.
